Now Or Never: Mystery of the miniature castle on the cliff

While walking along the sea front in Southend-On-Sea, Essex, I came across this miniature castle with a moat.
I think it's beautiful and I was intrigued and as usual with me, I set about trying to find out more about it including when and why it was built. No luck so far.
If anyone knows anything at all about this little mystery opposite Adventure Island, let me know in the comments section.
